Can anyone identify this odd connector?

Baltimore (so not additional smog or high altitude) car that has been fully restored so I am thing someone added it. Mid February built car so not early. The round tubular piece on top is an open ended screen so in my opinion it does absolutely nothing. Not a late build either I learn something every day do who knows?
