It looks like a resister of some sort or thermal limiter as found on some AC cars. The TSC switch used on 71 Olds had a resister tear ran across the connector on their TSC wire connector. Is this some type of fusible link.
I agree if it has Rick Stumped, who knows. Was this a CA car,high altitude? Late build/

It appears the original harness plugs into that "thing". Is the spade width different on the repo TCS and that is just an adapter ? I can't imagine it could be much of a resistor without the plastic melting..

Not a resistor for sure that I can tell. Not a terminal adapter either.

Baltimore (so not additional smog or high altitude) car that has been fully restored so I am thing someone added it. Mid February built car so not early. The round tubular piece on top is an open ended screen so in my opinion it does absolutely nothing. Not a late build either I learn something every day do who knows?
