If you are talking about the interior side under the dash, I am told that painting it in flat black and holding the rattle can about 18-24 inches away and misting it to get a textured look is pretty much what a lot of guys here do.
As for the dash top, I used a factory paint code match and didn't thin it as much in the gun and it dried with texture to it. Took me a few attempts to get it right. Hope this helps.
