3969854 "CE" Warranty Block 396/375HP

Ive got a 396/375 HP 4 bolt main warranty replacement block. It is dated L 8 70. The picture of the stamp isnt the best, the block may have been decked before. I have not tried to clean it, the way its pictured is the way i got it. The cylinders are loaded with grease from the machine shop. Feel free to PM me with any questions.

Is it still standard? Meaning,is it factory .30 over making it a 402?
