I see some places on the internet stating that first gen Z28 Camaros had the top of their cowl's painted the same color as the stripe. Is this true? If so, was it done 67, 68, and 69? Was it a LOS or NOR thing, or both?

Only on LA built 67 and 68 Z28s with white stripes only.

not entirely true, ALL 67-69 Z28's, Z10's and Z11's built at the Van Nuys assembly plant in the LA area had their upper cowl painted stripe color; white, black, orange, whatever
Norwood did not. that is what makes it ez to determine what an old body shell USED to be from the VN plant (assuming Z28 sleuthwork)

It's how they're painted is different. The blue 02E car is blue across the top of the cowl. Only white is under the cowl. Car still has original paint.
