This is an elusive code. One of two I do not have figured out. My best guess would be to denote a customer ordered car vs one for stock.

But that is just a guess. I do not have enough fisher body buildsheets in the database to draw a conclusion.

The other unknown is FLT which I think might mean Fleet or a dealer stock car.
