John, I believe the timing tab should be left unpainted. You should also have a bare spot on your balancer which was under the timing tab during painting.

John, You mean the timing tab on the timing chain cover? Shouldn't that be painted and where it covered the balancer during paint be left somewhat unpainted (maybe some overspray)?

They were painted from the factory. I have talked to Jerry MacNeish about this years back.
