I can't help with shipping, but Monroe's about 45 minutes from Seattle, so I could probably put my eyes on it for you, and/or trade your money for a visually verified clear WA title.

I usually do these things for money, not love, but I've enjoyed this site for so long, I'd be happy to help you out here.
