Nope. Talking about the one that looks like it is attached to the upper rad hose by the water neck.

Never seen one before. Not sure what it is suppose to. Maybe it came in the same box as that repop master cylinder.

No. Look at the thermostat housing and the attached clip.
The drivers side SMOG tube routes right through the clip.
It's an oddity....

I have a clamp like this for my '67 SS L48 w/CA smog equipment. I have never seen this on a '69 Camaro; BB or SB.
