I know less about chrysler products than I do about women, and I sure don't understand women. I am assuming the last bit of the tag that is covered up with blue tape is some kind of identifying number, (like the BDY number on a Chevy) that could be logged just in case this tag turned up on another car.

If so, this seller is soing nothing more than helping to purpetrate a fraud. The tag will turn up on another car. Here we come B.J.

He's covering up the last 6 digits of the VIN on the fender tag. That would correspond to the VIN on the dash tag. And for some idiotic reason Chrysler decided to rivet the VIN tags on E-body cars to the removable dash pad instead of to a permanent metal part of the car.
