Ok, I'm stupid, but if he is looking for the owner of the car... why is he selling it? Or is he NOT selling it and just using Ebay for the exposure?

The "looking for the owner of the car" is purely a cover story. Clearly there is no owner of this car since this tag is, as they so euphamistically call it, a reproduction tag, or what we commonly call fake or forgery. Look at his other auctions. He peddles a lot of fake stuff.
