If these were easy to get, people would be swapping VIN like the swap license plates and there would be lots of people being taken for a ride. There was case a few years back in the Detroit area (Macomb County) that made the papers. They found the VIN rosette rivets in their possession and that along with other chop shop evidence sent them to prison for 5-7 yrs.
I would not be surprised to find out that law enforcement is monitoring the person selling those rivets and will pursue any buyers to see what they are up to. Cars are stolen every second, they replace the VIN's and take them in Mexico where no questions are asked. Anyone can use those rivets to take the VIN from a totaled Super-car and stick on another car, I am sure it been done. Sell it cheap and many people will jump at it and be blinded by the price. Seems I have heard of this going down. Thats why they need laws for this, have to draw the line somewhere.
