Not all 67's had the partial VIN. Matter of fact it would be more correct without it. I have an 03D numbers matching car with a POP and I have no partial VIN on the block. My motor was build about 7 weeks before my car was completed.
Most likely the car had an early failure and the motor was swapped out. It was not uncommon.
ME is the 327/210hp with powerglide.
