I thought the same thing and am betting that is exactly what is taking place especially since there appears to be a transmission in the upper left as well. You can also see what appears to be rusty water that has dripped from one of the blocks and the exhaust manifolds look to have had the paint burned off. I am pretty sure this area is a tear down and review area and not an assembly area.

The Arlington video is from 1972 Cutlass and Chevelle builds. We had a new one in 1972, it may have been on that line.
