I have had good luck removing the splash pan rivets using a thin bladed screwdriver placed between the manifold and the shield. Place the screwdriver where it is just far enough off center from the rivet that it doesn't run into the rivet when tapping the screwdriver in. That ramps the rivet out with minimal damage. I normally reuse the rivets without needing anything in the holes.
