Vin swap/sell offenses are now handled by the Justice Department. My experience with my local police, is, they will only refer you to them. Been there a couple times now and always get told states are no longer involved. Good luck getting any response from the JD. Just trying to navigate their website as to how to report is a nightmare. Total lack of enforcement is why these jerks get away with selling illegal tags.
