Except the heads don't have accessory holes. Looks like someone just wanted to convert to the 69 style ps pump and alternator mounting.
If you ever tried running a passenger side alternator on an engine without the accessory holes, you will know why someone fabbed a mickey mouse bracket set up for the lower alt mount bolt on this car. He probably added ps, and could not find the correct ps pump mounting brackets. They are vary scarce. All the lower HP engines used a different set up. On my 68 El Camino, to run and 8 inch balancer, I had to modify the ps bracket to clear.
