Nope.
One of my buds junked a Z11 way back and kept the title and tags. The backside of the tag is semi-gloss black; the top side is completely coated in suede. Definitely coated off the car. Also, have a blue tag from a very early Norwood car. Glossy black backside, blue suede topside. Van Nuys appears to have painted all of them black. Have dozens of VIN tag photos that depict the same thing.
