What Plymouth did to satisfy that requirement on the 1970 Superbird, was to add a black rubber strip. This was considered a front bumper. The state in question accepted it.

I had a good friend who told me he bought a 70 Superbird in 1974...owned it 6 months and finally sold it because MD would not allow him to tag it. Based on the above, it may have been VA that did not allow the Daytona, but did allow the 'bird.
