I just got off the telephone with my broker (Pacific Customs Brokers) in Blaine, Washington to see if anything has changed. Nothing has. They verified what I stated above is correct. The purchaser must pay a filing fee (brokerage) and a small bond fee prior to entry. Since the Monte Carlo is a US built vehicle and is older than 25 years of age, it does NOT require any of the compliance standards you mention above (including the letter of compliance, odometer/speedometer, etc.). There is also no duty or sales tax at the border.
Also, Pacific Customs Brokers stated if an American purchaser chooses, they can import the Monte Carlo in person. No brokerage fee. Just forms to fill out.

The above is correct. I purchased a '70 TA from Kamloops several years ago. I towed the car through the Sumash border crossing. Saved me the five hundred dollars broker fee.
