That's a $20,000 car at best.

It's got manual brakes! That will not be fun to stop. The factory drum brakes in these cars were good for barely one panic stop and then they faded into nothing.

Lots of undercoating under the body which makes me wonder what's under that undercoating. You can see that the rocker to floor welded seams are swelling from internal rust.

Get some photos of the lower portions of the rear quarters where it transitions into the rear valance. That small triangular wedge-shaped body panel had never been accurately reproduced and most hacks will just weld and bondo that commonly rusted part into something sort of resembling what it should be. There should be a distinct seam between the quarter and that wedge section. If there isn't - run away.

The area in the green circle is what I am referring to.

If I was closer, I'd be happy to look at it. But even from a hundred miles away I would tell your friend to run away from this car. (and this dealer).

Ask KWHIZZ about his experience buying "New Yawk cahz" without seeing it in person! Here is his awesome build video but the first minute or so shows how badly the sellers falsely described that car. It was also a Long Island car. https://www.youtube.com/watch?v=DWC1T2KgFQI
