I don't buy it. There were multiple suppliers for most items.
EH gave you the correct carb, be it Rochester or Carter manufactured. There was no need to differentiate carb suppliers. I (and others and rebuilders) have or have seen some mint original carbs and none have any paint stamp like that on them
