I personally wouldn't put any value in the &quot;bid to price&quot; if it didn't meet the reserve. Most of the time they are not real bids.

Yes, the auction house has the right to bid up the car to just under the reserve hoping a real bidder steps in at that point. In the government regulated securities world that would be illegal, but in the auction house world, which is not governnent regulated, that is entirely acceptable.
