What you need is a smaller diameter steering wheel. A 1969-70's GM 3 bar sport wheel (sometimes referred to as Cushion Grip) and mounting hub would be a improvement over what is here. It would give him the approx the same wheel diameter he has now, but give a bit more of the period look as a 67 GM simulated wood wheel.

Moving the seat back also helps...I's swap the wheel out if it were up to me and go from there.
