I believe back then if the car came with it in any combo you could run it in NHRA.
Things changed more when they let them run the fiberglass front valences and even some of the glass nose pieces. If another racer did not protest you, NHRA let it go most of the time. AHRA, IHRA and NHRA had their own sets of rules. Maybe try to pick up some old Rule Books for better explanations.
Most of those 70 and up camaros were not very competitive in Pro Stock thus moving to the Vega.
Modified Eliminator they were good to go. Dennis Ferrera with the BM car in A/MP. KILLER!
