Here is a reply I received to a similar question

I don't know the car or the seller? There is no conspiracy going on here. I believe its not, because the topic doesn't pertain directly to anyone here. There are many re-stamped and misrepresented Camaros advertised on ebay, I certainly hope that we don't discuss everyone of them, but that is just me.

The &quot;REPORT ITEM&quot; link is on the right side of the page just above the small font, item number. Just click on it and select <span style="font-style: italic">&quot;Prohibited and Restricted Item&quot;</span> and then another drop down opens up. Select <span style="font-style: italic">&quot;Vehicles and Vehicle Parts and Accessories&quot;</span>. Another drop down activates, then select <span style="font-style: italic">&quot;VIN Plates and VIN Rivets&quot;</span>. Then click the <span style="font-style: italic">&quot;Continue&quot;</span> button and it will self load the item number, then click on <span style="font-style: italic">&quot;Send Report&quot;</span>.

So you don't see the difference between someone selling a VIN tag and title to a car which doesn't exist vs someone selling a real Z28 with a restamped engine?
