Well after almost two weeks of messing with my fan and shroud I figured out my problem today. I did replace the core support bushing with NOS bushing but it didn't help. The brace that's spot welded to the front lower part of the core support has 3-4 broken spot welds allowing the bottom of the core support to push towards the motor around 3/8''- 1/2'' which in turn raises the radiator and fan shroud. So I have to weld it back up. Here's a few pics.

If a hammer and duct tape wont fix it u have electrical problems!
