The only person/people who can apply a VIN is a manufacturer.
In TX What you would need to do is go to DMV and have them stamp out a "VIN label" which is applied to the inside of the driver door jam. It is a foil type sticker with the original VIN and has state logos on it and "Reassigned VIN" printed on it. That's how that would work. All that bidding for someone last minute to hit the BIN. Kinda suprised, but if you like the car... DL
