I don't think so. If the VIN has been deattached from the body, in this case... HELL NO!!
But, it would be accepted buy the seller and buyer. So, that's all that matters.
I don't think I would want the car, not knowing the skill leval and quality under the paint, and panels.
My cars are not in that market,either
