The rivets look like the OEM installed ones, because there pierced. You could look at the backs with a inspection mirror. There may still be signs of some sealer on that outbd. rivet.
There is not much reason to make a pre X code 69 tag other than a color change.
Not that common to Camaros but lots of Novas have no sealer in the rivet holes.
