No '69 was built with those.

The spring anchors were modified to include sway bar mounting tabs for the '70 model year. The new part replaced the previous version in the P & A manuals. Not unusual to see bent or cracked anchors.

We used to stock them and I cut off lots of tabs on the band saw at work.
