I have jet hot ceramic coated longtube headers on my 99 SS and they are starting to rust. They have been on the car for the past 5 years or so, but its only had about 16,000 miles put on it in that time period. Car is never driven in the rain, and is in dry storage too.
As far as cleaning the headers, the best thing I have found is Eagle One Never Dull Wadding Polish. It comes in a silver can and you can get it from most autoparts stores or wal-mart. Its about $5 bucks or so.
