Those are Ansen Ground Grabbers. There's a hole in the very rear that goes through all three bars in which allows the center bar to pivot between the other two bars that its' sandwiched between. I forget which is which: whether you add the bolt for street driving, take it out for serious drag action or vice versa. Shouldn't be too hard to figure out once you get them back on the car and study them a bit.

Thanks I did take note of the construction when I took them off and figured they were designed with a pivot point in mind for use, I thought by looking at them the center bolt would be removed for street use to pivot off the rear and front
