I've seen the Peel but never the top car. What is it ?

Unfortunately, I dont know what it is, I was so taken by the photo though and especially the guy driving that I couldn't resist.

Hopefully someone knows, From the looks of the driver french or Italian???? Looks like a blast to drive !!!
