Default not really a musclecar but need advice

Its not really a "musclecar" to most people but I came across a 1991 Camaro with the B4C package. It is a former Nebraska State Patrol car. It is white with red guts, 305 5 speed car. It has over 100k on it but presents well. I have done the reading on the cars and production numbers are low. I do not know if it has the 1LE brakes which became standard mid 91. The 3rd gens have their following but they don't get the love like all other generations. I'm struggling to find a value for the car and am thinking it should book like any other 91 Z with 100k on it. Then I start considering the low production numbers of the police package Camaros.

The current owner has had it for years, basically since it was auctioned off. It is buried in his garage and the storage pile on top of it is slowly growing.It turned 100k in his posession so I don't know what was on it when it was taken out of service. Since it seems there is at least one member here who is very knowledgable when these questions come up I thought Id throw this out there. I don't know my long term goals for the car, I like them. They are surprisingly nice on road trips (as long as you are in the front seats). The seller didn't know what he wanted for it but is looking to sell. I was driving by and stopped to inquire, I've been watching the car for years.
