It looks like a resister of some sort or thermal limiter as found on some AC cars. The TSC switch used on 71 Olds had a resister tear ran across the connector on their TSC wire connector. Is this some type of fusible link.
I agree if it has Rick Stumped, who knows. Was this a CA car,high altitude? Late build/
