That's not correct.
U16 was the tach-only option. The gas gauge was in the center. The console was optional. I've seen many cars with a console and U16.
U17 was tach and gauges. Tach and clock in...

Just pull some original sill plates off of a car in a junkyard, preferably a 4-door, and salvage the Fisher plates/tags.
Then add them to some new sill plates with the original rivets and some glue.

Engine stamp looks OK, axle is restamped. Lotsa replacement parts - dates are way too early for many things.

It is not a 69 block.
Don had those Yenko blocks cast in the mid-70's.
GM did not let Yenko used the molds in 69 - the blocks were still in production.
