Didn’t even realize that was possible; that there were cement trucks with open loads.

I have a feeling that it was one of those cement mixer that have the discharge chute in the front. When the truck driver slammed on the brakes inertia took over and some of the cement was forced out that front chute.

Just a guess.

LOL...I was actually rooting for the concrete truck.
Who the hell pulls out into traffic like that?

I've seen that before and, yes, it is a front chute unloader. At the very beginning of the vid, there is another truck ahead of this one. Person in the car was lucky to only get a cement bath. Could have been far worse if it hit them.
