Default 1969 Camaro tilt horn contact

My 1969 Camaro has tilt column & the horn has never worked since the day I bought it in 1981. The car has the correct cancel cam which is special. I'm using the standard 1969 steering wheel. It has a spring & a pin for the horn contact. Does the spring go in first or the pin? What holds the 2 wires & retainer to the cancel cam? Thank you, Joe
