I have one on the front of my Silverado..... I don't think they are anything special...I think it is a aftermarket item sold by Corvette vendors years ago....Not a GM item....That's not to say it isn't COOL..

It's a novelty frame.
I remember Ecklers,D&M Corvette and Mid America Corvette used to sell them awhile back.
I think one of them had a Manufacturer make them up for them,and then they were moderatley distributed.
They were based on the Original USA-1 license plates Chevrolet had released years prior.

I have a pair that I bought from a Chevy dealer (Taylor Chevrolet, Roch. NY) in the early eighties for my Camaro. Still have them and the Camaro.
