Its "HI PER" ..from the looks of it[unless its the photo], id say the odds are it was added by someone. Nothing is straight and the thinness of some of the letters reminds me of many welded and epoxied dates and casting #s ive seen .

Is the date on the passenger side of the block by the freeze plugs?

Yes, early big blocks had the casting date on the passenger side by the engine mount.
