The only time I ever had to shim one was when using a mid mount motor plate. If you shim too much you will lose the support of the fit between the nose of the converter and crankshaft. 1/4" sound fine to me.

So if you shim or use washers between the flexplate and the converter tabs would standard flat washers do or would a special material be needed??????

Use parallel ground washers. The flexplate to converter lug surfaces need to be tightly controlled to prevent misalignment of the converter snout into the trans.
