Here's my addition to the post. This is from my former LA built Z28. I am very sure these are the way the factory put them on. I have seen them turned the other way. From what I recollect, the horns were mounted rearward to keep water from entering.

Well every survivor car that I have inspected has had the horns facing forward as the attached file shows.
