California Classic Car Title Searches?

Any California residents or anyone familiar with classic car title searches in the state of California? I know each state is different some better than others with their privacy laws etc.

I tried one some time ago and I'm not a registered vehicle owner in the state of California. My understanding is that you need to be registered in the state to do a search, unless things have recently changed. This was with the DMV.

It still seems to be that way when going on the California DMV website.
