There was no antenna hole in the fender on a radio delete car, just a plug in the door jamb/cowl area where the antenna cable would pass through and a cardboard speaker cover, as William mentioned. If its defintely the original fender, and an original antenna hole, it had a radio. Look closely at the hole though, as alot of radio delete cars ended up with aftermarket radios and antennas later on.
