I've never seen them use washers there either.

Mine has washers under the bolt heads, but they are small in diameter....probably either lock washers or SAE.

Bill I know that your car is a true survivor....and I would never dispute that....however I have seen this mounting hardware installed both ways....bolts facing up and bolts facing down. My guess is assembly line legitment human error...heck I even find myself guessing as to wich way they go...let alone if they should have a larger washer. I`ve only re-constructed the car as per the 1969 Chevelle Chassis Assembly Manual.

Dan,
In no way was I implying that using larger washers is 'incorrect'.....just saying that my car is no help in confirming what's shown in the assembly manual. I suspect that it would not be unusual to find things as relatively inconsequential as a washer substituted or even left off here and there on some cars.
