Like a hair-dryer or a stright up heat gun? Will this danage the vynal at all? Thanks

I have used either, but if you are not sure of yourself, I would try the hair dryer, and yes if you hold it in one spot too long, you could ruin it.....keep the the heat gun moving back and forth.

use close pins to hold it to the rail, then heat it... pull it.... heat it.... pull it.... not a fun job, best done in the winter so you don't sweat to death!

Don't laugh but I used my Wife's "Scuncie Steamer" that she bought to remove wall paper and it worked like a charm. Also make sure the cloth liner that the rod slides trough is trimmed back far enough to let the liner to be streached to the sides without bunching up.
