I too do not believe it is entirely due to the noise issue as I have seen cars thru out the production with the open element. I also feel it may have been a supplier thing. Here are the codes;

Here's another Chevelle that Legendary Has:

A '70 Chevelle SS without cowl induction should not have hood pins.
 All Super Sports in '71 and '72 with and without cowl got hood pins...including the Heavy Chevy.
