Rare 70 chevelle L78 engine block

CTX is an L-34 402/350HP Manual trans.2 bolt main application originally.
Was it drilled out later on to become a 4 bolt main block?
That is a February Leeds Chevelle VIN #.Is it upside down too?
Up to now,Chevrolet stopped producing the L-78 Chevelle the first week of December 1969.CTY or CKO were the L-78 suffix codes.
