Unusual,but not uncommon.They did alot of doctoring up on base models,to make them look like their accessorizied breathern.I have some similar 1970 Chevelle SS Public photos that aren't really SS models.
All manufacturers at one time or another did this in order to meet press photo release dates. They were cloning before the real deal was even on the street yet!
